Figure 26 labels an area "RESTRICTED R-5402" with the note "R-5402 EXCLUDES AIRSPACE WITHIN R-5401 AND R-5403A WHEN ACTIVE." What does this tell a pilot about airspace where R-5402 overlaps R-5401?

Why: The note means that whenever R-5401 (or R-5403A) is active, the airspace inside that area is excluded from R-5402 — the overlap belongs to the other restricted area instead. A pilot must therefore identify which specific restricted area applies at a given location rather than assuming R-5402 covers the whole circle drawn on the chart.

  • Misreads a spatial exclusion (which restricted area governs where the two overlap) as a scheduling rule; the note says nothing about the two areas never being active simultaneously.
  • Overstates the exclusion as cancelling all of R-5402; only the overlapping portion is excluded from R-5402 — the rest of R-5402 is unaffected.
