What is required before operating a small UA in a prohibited area?

Why: 14 CFR 107.45: "No person may operate a small unmanned aircraft in prohibited or restricted areas unless that person has permission from the using or controlling agency, as appropriate."

  • Confuses a flight plan — a different tool used for IFR or cross-country flights — with the agency permission § 107.45 actually requires for prohibited and restricted areas.
  • Assumes staying low exempts the flight; § 107.45's permission requirement applies regardless of altitude — prohibited airspace is prohibited at any height within its boundaries.
