Figure 20 shows a small hatched area near Virginia Beach labeled "R-6606." May a remote pilot operate a small UA inside R-6606 without taking any further action?
Why: 14 CFR § 107.45 states that no person may operate a small unmanned aircraft in prohibited or restricted areas unless that person has permission from the using or controlling agency, which applies to R-6606 the same as any other restricted area.
Assumes restricted-area rules exempt small UAS, but § 107.45 applies the permission requirement to small unmanned aircraft explicitly — it is not a manned-aircraft-only rule.
Confuses the general 400-foot AGL altitude limit of § 107.51 with the separate permission requirement of § 107.45; staying low does not substitute for obtaining permission.
